NCI Conducts Brief On CADP Preparation

Cagayan de Oro City – AIMING for a more focused and unified interventions for sustainable development using the Convergence Initiative (CI) strategy, the four rural development agencies, namely: DA, DENR, DAR and DILG convened with the technical working group (TWG) at the regional, provincial and municipal levels to a Joint Consultation and Planning-Workshop for the Preparation of the Convergence Area Development Plan (CADP), on April 18-22, 2016.

Mustered in the event are the members of the RCI-TWG from the Department of Agriculture, Department of Environment and Natural Resources (DENR), Department of Agrarian Reform (DAR) and the Department of Interior and Local Government (DILG) together with their partner local government units belonging to the Royale and Inayawan-Illana clusters, in the province of Lanao del Norte and the Mt. Balatukan Range cluster, in Misamis Oriental.

“It is a necessity in crafting a CADP for the various local convergence agro-enterprise clusters (LCAEC), as this will serve as the basis for the downpour of resources and implementation of interventions and activities covered in the CI sites for the 2017-2022 period,” remarked Carlota S. Madriaga, chief of the Field Operations Division of DA-RFO 10.

Region I Convergence Draws CADP Thru Planning Workshop

Aiming for the title as the first region to develop its Convergence Area Development Plan (CADP) using the available data sources and maps, the Regional Convergence Initiative of Region I conducted the simplified orientation and workshop on the preparation and implementation of CADP covering the three identified convergence sites in Ilocos Norte.

Initiated by the National Convergence Initiative headed by its Senior Technical Adviser, Dir. Oscar Parawan, in collaboration with the Department of Agriculture-RFO I being the lead agency of the Convergence Initiative, the planning workshop was held at the Hotel Salcedo de Vigan in Vigan City, Ilocos Sur last December 9-11, 2015.

NCI Publishes JAO

March 8, 2016 marks a historical event for the NCI family because the Joint Administrative Order (JAO) No. 1 S. of 2015 otherwise known as “Strengthening the Implementation Framework for the DA-DAR-DENR-DILG National Convergence Initiative for Sustainable Rural Development” has already been published at The Daily Tribune.

The NCI, a strategy that upholds improvement, conservation, protection, and rehabilitation of natural resources through the development and implementation of environmental-friendly enterprises and livelihood opportunities has long been waiting for the completion of the signatures of the Secretaries from the DA-DAR-DENR-DILG in the JAO. Some delays were encountered due to the stepping down of Former DILG Secretary Manuel A. Roxas from the DILG to run for public office. Despite unfortunate yet unavoidable circumstances, the DILG Secretary Mel Senen affixed his signature last February leading to the publishing of the JAO.

The JAO, a very vital legal basis to the effective implementation of country side development will finally be in effect fifteen (15) days after its circulation on a national publication. This means that the NCI shall be able to mobilize its necessary counterparts from the regions down to the municipal level in order to realize its mandate to promote and develop poor rural areas in the country.

RCI 3 Hits Three Birds With One Boulder

The Region 3 Convergence Initiative (RCI 3) had its Orientation on NCI-SRD, Orientation on the Convergence Area Development Plan (CADP) Preparation and Implementation, and RCI Meeting last February 22-24, 2016, all in one blow. Conduct of the said activity was brought about by the change in the structure of the RCI Technical Working Group (RCI-TWG) as well as the change in scope of what municipalities the RCI shall focus on.

Upon the implementation of the Ratification Plan, changes in the composition of the respective NCI-SRD agencies took place. Thus, a change in the representation of the member agencies of the RCI-TWG took place as well. Re-orientation of the new members of the RCI-TWG on what the NCI-SRD is all about was deemed necessary.

Dumingag Aims For More Infra Thru NCI Support

The Municipality of Dumingag, Zamboanga Del Sur looks forward to the construction of more roads and bridges that will connect twenty four ancestral domain barangays to the rest of the forty four barangays of the municipality through the support of the National Convergence Initiative (NCI).

The NCI is a collaborative efforts enabling the Local Government Units to pursue local economic development in the countryside. It is led by four (4) major rural development agencies namely the Department of Agriculture (DA), Department of Environment & Natural Resources (DENR), Department of Agrarian Reform (DAR) and Department of Interior and Local Government (DILG) with recent inclusion of the Office of the Presidential Assistant on Food Security and Agricultural Modernization (OPAFSAM).
