The departments of Agriculture (DA), Environment and Natural Resources (DENR), Agrarian Reform (DAR) and Interior Local Governance (DILG) have convened with the representatives from the local government units (LGUs), under the Mt. Balatukan Range cluster, last week, in the town of Balingasag, Misamis Oriental for an Orientation on the Enhanced Convergence Initiative.
2015 NCI Year-End Assessment And Planning Workshop Held

The National Convergence Initiative for Sustainable Rural Development (NCI-SRD) held its Year-End Assessment and Planning Workshop last December 8-11, 2015 at the El Cielito Inn in Baguio City.
NCI 2016 Policy Directives and updates on NCI-SRD and its four components namely, Policy and Advocacy, Agro-enterprise Cluster & Agribusiness Development, Capacity Development, and Knowledge Management components were presented.
Representatives from the Regional Convergence Initiative Technical Working Groups (RCI-TWG) from CAR, Regions I – XIII and ARMM reported their respective accomplishments.
Water And Convergence Equates To Sustainable Rural Development

Great ancient civilizations begin where people and communities gather together to draw the basic necessity of life --water.
Today, the concept of development has not changed as water is still the basic element for man to live and sustain life. If Nile River is for the Egyptian civilization, watershed areas is for Philippine rural development.
What is amazing with water resources is that it attracts development from ridge to rift which draws both local and international tourists. Such is the case of the watershed areas in Matutinao, Cebu, composed of the municipalities of Alegria, Dalaguete, Alcoy, Malabuyoc, and Badian as well as the watershed areas of Abatan in Bohol, which includes the municipalities of Cortes, Maribojoc, Antequerra, Balilihan and Catigbian.
Adoption Of The Convergence Initiative For A More Wholistic, Integrated And Comprehensive Ecosystem-Based Development Planning And Program Implementation

Prior to the implementation of the National Convergence Initiative (NCI) as a government development framework, the town of Javier, Leyte has no electricity with per capita income of P4.65. However, when the Enhanced NCI was adopted by the previous administration thru Executive Order 26 the program took the force of law and Javier became its model. After less than three years of enhanced NCI implementation, Javier now has 100 percent electrification and a per capita income of P66.67 or a phenomenal increase of 1,434%. The irrigation system was also improved adding some 600 hectares of irrigated rice farms doubling the yield from a measly 80 cavans per hectare to the present 160 cavans and still increasing. Through the Enhanced NCI supported by the dynamic leadership of Mayor Leonardo “Sandy” Javier, a road network was established spanning almost all of the town’s 28 barangays. This circumferential concrete road proved to be the major key in the progress of this town. Javier today even boasts of a huge chicken farm, a new ice plant and now starting to develop its own commerce.
A Chance for Change

Change is coming! So goes the tagline of our elected president, Hon. Rodrigo Roa Duterte.
Indeed, change is already here at the Department of Agriculture.
After the inauguration of former North Cotabato Gov. Emmanual F. Pinol as Secretary of the Department of Agriculture, he mentioned some changes he wants to implement within the DA Family.
He emphasized that corruption has no place in the Department; “Corruption will not be tolerated in this Department. Not anymore.”
He does not want to work in a dirty working environment; “Cleanliness is next to Godliness.”
Most of all, he would want all employees to work harmoniously as a team and forget old disagreements or even feuds; “I will not tolerate in-fighting within this department or within the offices of this department. Settle your differences like matured individuals or else I will assign you both to offices so distant - maybe one in Tuguegarao, Cagayan Valley and the other in Bongao, Tawi-tawi - so that you will never see each other again.”
